About DC Green Bank    

DC Green Bank is a new independent agency, established by the Green Finance Authority Establishment Act of 2018 to leverage public capital to accelerate private sector investments that reduce greenhouse gas emissions and advance the District of Columbia’s ambitious sustainability and resiliency goals. Using limited public funding and bonding authority, DC Green Bank will attract private sector funding. Through its financing offerings, the organization will enable private capital to fill gaps by reducing real and perceived risk, absorbing transaction costs, and providing private investors the chance to learn about new market opportunities with government partnership security. An institutional goal is to accelerate low-carbon technologies by mitigating upfront costs, leveraging private investment, and increasing public dollars’ catalytic impact.   

 

Summary 

DC Green Bank seeks a Senior Investment Manager to help launch this cutting-edge, mission-driven organization. The Manager will work with the Chief Investment Officer (CIO) to develop, deploy, and manage the organization’s first financial offerings, as well as to secure capital funding from outside sources. The Manager will focus on engagement with DC Government, commercial enterprises, local banks, and other local, public-serving stakeholders. The successful candidate will actively seek new products that address market barriers and are aligned with the mission of the organization. As a core member of the investments team, the Manager will play an important role in determining the strategic direction of this growing, high-impact organization. 

 

Responsibilities 

  • Support leading the development of financial products using market-proven models and methodologies that address gaps in financing availability and support the mission of DC Green Bank.  

  • Develop and implement strategies for identifying and securing capital funding, including through the collaboration with other green banks. 

  • Lead the engagement and outreach with DC Government offices, commercial businesses, local investors, and local banks to secure long-term partnerships and investments that play an integral role in sustainability, energy, and environment. 

  • Serve as an internal expert on public financing and as a key liaison to DC government agencies. 

  • Structure and negotiate terms for financing and investments, in coordination with the CEO, CIO, and General Counsel.  

  • Lead evaluation and risk analysis of investment opportunities. 

  • Supervise and mentor junior staff. 

  • Develop strategies to market and increase utilization of DC Green Bank products. 

  • Represent DC Green Bank at events and outreach opportunities. 

  • Manage relationships with financial partners, contractors, and other stakeholders. 

  • Lead development and execution of requests for proposals (RFPs) for new project investments and/or other purposes consistent with the mission of the organization. 

  • Stay abreast of sustainability trends, financing products, and legislation that directly affects DC Green Bank, our stakeholders, and constituents; keep clients and client pipeline apprised of current trends and organizational happenings.

The ideal candidate has experience in private and government financing and a background in clean energy, climate finance, or blended finance.  You are the ideal candidate if:

Minimum Qualifications 

  • Advanced degree, preferably an MBA, Master’s degree in a related field, or equivalent qualification.  In addition to finance, focus on environmental sciences, engineering, energy, or related fields is a plus. 

  • Work in the financial sector, preferably in an investment or advisory function with proven experience closing deals.  

  • Strong analytical and financial structuring skills, including financial modeling.    

  • Experience performing transaction due diligence.  

  • Demonstrated written and verbal communication skills.  

  • Self-starter with the ability to work independently and willingness to ask questions to clarify assignments.

Position Details   

  • Status: Full-time  

  • Location: Remote until further notice, during the COVID-19 pandemic; Post-remote work, the required location will be Washington, DC.
