Job Title: Senior Estimator - High Voltage, Substation & Microgrids

Work Location: Denver, CO-Hybrid Work Schedule

City Light & Power, Inc. (CLP) is looking for a seasoned Senior Estimator to help power the future of critical energy infrastructure. In this high‑impact role, you’ll lead the development of accurate, competitive estimates for EPC microgrid, electrical distribution, and high‑voltage projects that shape how communities and industries are powered.

You’ll collaborate closely with engineering and project teams, dive into complex drawings, perform detailed material and labor take‑offs, and evaluate subcontractor and vendor pricing to deliver winning bids. What you'll do:

  • Evaluate RFP requirements and prepare and submit required proposal documents.
  • Compute overall project costs by analyzing labor productivity, material pricing, equipment usage, subcontractor bids, and time requirements.
  • Prepare subcontractor bid packages by gathering technical specifications, drawings, proposal requirements, and related documentation.
  • Lead outreach, solicitation, and evaluation of subcontractors and suppliers for electrical, civil, and specialty scopes relevant to microgrids, substations, and distribution systems.
  • Participate in pre‑bid meetings, project walk‑downs, and jobsite assessments to determine constructability, site conditions, installation constraints, and scope clarity.
  • Create and maintain an electronic database of material pricing, unit costs, labor hour benchmarks, vendor quotes, and other estimating components specific to EPC microgrid and electrical distribution work.
  • Interface with internal engineering, project management, procurement, and external vendors to ensure accurate definition of scope, design intent, and material/equipment requirements.
  • Identify value‑engineering opportunities and recommend cost‑effective alternatives or constructability improvements.
  • Develop cost estimates based on internal estimating, historical costs, vendor proposals, and subcontractor proposals.
  • Review contractor and subcontractor proposals, schedules, and technical programs for compliance with contract documents.
  • Review final estimates and proposals for accuracy and completeness, ensuring all scope items, clarifications, and assumptions have been included.
  • Perform constructability reviews, analyze budgets, verify cost assumptions, and support turnover to project management after award.
  • Lead the pre-proposal Risk Analysis and manage the Risk Mitigation Strategies
  • Prepare pre-proposal project schedules
  • Responsible for writing proposals
  • Other duties as assigned

What you bring:

  • Ten (10+) years of electrical estimating or construction project management experience; power generation, BESS, substation, T&D, or microgrid experience strongly preferred.
  • Experience supporting EPC projects, renewable integration (solar/BESS), or Army Corps/government/utility‑scale infrastructure is a plus.
  • Strong Excel and Microsoft Office skills required; ability to manage and maintain complex cost databases.
  • Ability to read and interpret engineering drawings, one‑line diagrams, civil plans, specifications, and bid documents with a high degree of technical accuracy.
  • Strong attention to detail, accuracy, organizational skills, and ability to manage multiple estimates and deadlines.
  • Experience with estimating software is highly desirable.
  • Excellent verbal and written communication skills, including ability to resolve technical issues, prepare clear reports, and engage vendors and subcontractors effectively.
  • Ability to travel (overnight) up to 25%

  • Valid driver’s license and ability to travel is required.

  • Salary: $100,000 - $120,000/year based on experience plus eligible to participate in Short Term Incentive Plan.
