Installation Manager

Location: Keesler Air Force Base, Biloxi, Mississippi

City Light & Power, Inc. (CLP) is seeking an Installation Manager for our client site, Keesler Air Force Base, Mississippi.

We support the federal government, military institutions, municipalities, and major utilities across the US, with financing, design, engineering, construction, and ongoing operations and maintenance for electrical transmission and distribution systems, as well as outdoor street, sport, and other recreational lighting.

The Installation Manager is the face of CLP at each location. This position oversees the transmission, substation, and distribution delivery functions that include engineering, operations, planning, overhead and underground field service crews, and electrical substation and testing crews.

Duties and Responsibilities:

• Represent CLP as the Sr. Manager at the site.
• Responsible for all aspects of the utility privatization contract.
• Create the teams, develop the objectives/goals of each and assign individual responsibilities.
• Understand project accounting functions including managing the budget, tracking expenses and minimizing exposure and risk.
• Maintain strict adherence to the budgetary guidelines, quality, and safety standards.
• Understand and monitor program of work to ensure estimates are completed prior to deadline.
• Participate in estimate review process with internal and external stake holders.
• Approve the procurement of materials, tools, and equipment.
• Hold weekly meetings with the General/Crew Foreman to review projects.
• Attend all meetings with customer officials.
• Review all maintenance activities on a weekly basis.
• Resolve QA/QC issues.
• Review and approve look-ahead documents and weekly/monthly progress reports.
• Prepare the annual revision to the 5-Year Capital Improvement/Repair & Replacement Plan and present it to the customer.
• Communicate with owners, architects, subcontractors to chart out program objectives and plans.
• Submission of Request for Information to customer.
• Maintain emphasis on the customer; develop an understanding of the customer’s culture, key people and processes.
• Ensure the Installation Base Commander receives the highest level of service.
• Point of contact for Union IBEW workers.
• Compare various project documents for accuracy and consistency.
• Follow up at the end of a project to close any loops in the estimating process.

Skills & Qualifications:

• Bachelor’s Degree in construction management, engineering, or related field is required.
• 7-10 years of experience in the utility industry and/or knowledge of electric distribution, transmission, and substation projects.
• Prior military service with installation management/engineering experience is a plus.
• Experience in program/project management and an understanding of blueprints, specifications, proposals, and other documentation to prepare time/cost/labor estimates for projects and services.
• Ability to understand construction schedules in Microsoft Project.
• Must have excellent analytical, organizational, verbal, written, and communication skills.
• Must be a team player and be able to work with various partners from start to finish.
• Experience with CLP may be substituted for any of the required qualifications.

Travel:

• Some out of the area and overnight travel may be expected.

Work Authorization and Clearance:

• You must be a U.S. citizen.
• You will be required to obtain Military Base Access Security Clearance.
• Valid driver's license required.

Benefits & Compensation:

• We offer an excellent benefits package that includes medical insurance, dental insurance, life insurance, 401k with company contribution, paid time off and paid holidays.
• Salary range: $95,000-$115,000 based on experience plus eligible for participation in Short Term Incentive Plan.
