JOB SUMMARY

The Technical Manager, Information Security & Infrastructure is responsible for overseeing the security, stability, and performance of the college’s IT infrastructure and information security program. This position combines hands-on technical expertise with managerial oversight and provides day-to-day leadership to the Information Security Analyst, IT System Administrator, and IT Infrastructure Systems Support Technician. The Technical Manager designs, implements, and maintains security measures, ensures operational excellence in infrastructure systems, and upholds compliance with applicable standards and regulations. This role is critical to creating and maintaining a secure and resilient technology environment that supports the college's mission.

ESSENTIAL DUTIES:

  • Directly supervise and support the daily work of the Information Security Analyst, IT System Administrator, and IT Infrastructure Systems Support Technician.
  • Assign and monitor tasks and projects, provide coaching and performance feedback, and ensure accountability across the infrastructure and security teams.
  • Foster a collaborative, service-oriented team culture that promotes continuous improvement and innovation.
  • Serve as a technical escalation point for complex infrastructure and security issues.
  • Design, implement, and maintain a robust security architecture to protect the college’s IT infrastructure, data, and users.
  • Participate in the development of institutional IT governance frameworks, policies, and strategic initiatives related to security and infrastructure.
  • Conduct regular risk assessments, vulnerability scans, and penetration tests to proactively identify and mitigate threats.
  • Oversee the management of firewalls, access controls, intrusion detection/prevention systems (IDS/IPS), and endpoint protection tools.
  • Monitor security logs and network traffic; detect and respond to incidents in a timely and efficient manner.
  • Lead investigations and response efforts during security incidents, including forensic analysis and incident reporting.
  • Provide security guidance to system administrators and other technical staff.
  • Ensure compliance with federal, state, and industry-specific regulations including FERPA, GLBA, and PCI-DSS.
  • Develop and deliver cybersecurity training and awareness programs to faculty, staff, and students.
  • Oversee and support core infrastructure systems, including servers (physical and virtual), storage, backups, and disaster recovery systems.
  • Coordinate with IT System Administrator on system performance, upgrades, patches, and availability.
  • Support cloud and hybrid infrastructure initiatives, particularly within Microsoft 365 and Azure environments.
  • Contribute to the strategic planning of infrastructure upgrades and lifecycle management.
  • Manage vendor and third-party contractor relationships, licensing, and procurement of infrastructure and security tools.
  • Partner with leadership to align security and infrastructure strategies with institutional goals.
  • Participate in cross-functional planning and implementation of college-wide technology initiatives.
  • Communicate technical information and risk considerations clearly to non-technical stakeholders.
  • Maintain documentation related to systems, architecture, security practices, and incident response.
  • Stay current with emerging technologies, security threats, and best practices.
  • Perform other duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

To be successful in this position, candidates will need the following:

  • Deep knowledge of IT security principles, protocols, and best practices.
  • Strong understanding of systems administration, networking, virtualization, and cloud infrastructure.
  • Proficiency with tools such as firewalls, IDS/IPS, SIEM, endpoint protection, and backup systems.
  • Skilled in risk management, vulnerability assessment, and incident response methodologies.
  • Familiarity with compliance standards (e.g., FERPA, GLBA, PCI-DSS).
  • Ability to lead and motivate a technical team while managing multiple priorities.
  • Excellent problem-solving, analytical, and decision-making skills.
  • Strong written and verbal communication skills, with the ability to convey technical concepts to diverse audiences.
  • Commitment to continuous learning and staying current in a rapidly evolving technology landscape.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate degree; Bachelor degree preferred.
  • Minimum of three (3) years of relevant technical experience in IT infrastructure and/or security.
  • Prior experience in a lead or supervisory technical role strongly preferred.
  • Relevant certifications such as Security+, CISSP, CISM, CEH, or equivalent are highly desirable.

SCHEDULING:

  • Ability to work a varied schedule during critical periods including evenings, Saturdays, and Sundays.
  • Due to the need of interaction with students, employees and the college community this position requires in-person presence. This position is eligible for telework of one day per week.

PYSICAL DEMANDS:

  • Ability to lift and move up to a maximum of 50 lbs. The physical activity of this position includes, but is not limited to: climbing, walking, stooping, kneeling, crouching, reaching, standing, pulling, lifting, grasping, twisting and sitting.

WORK ENVIRONMENT:

  • Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
  • This position supports information technology at Cecil College’s main campus in North East, MD, its additional location in Elkton, MD and all additional instructional sites. Travel between these locations is required.

The salary for the position is a grade 117 ($64,393.5-$103,029). The budgeted salary for the position is $72,000
