JOB SUMMARY

Reporting to the Accounting Manager, the Payroll Compliance Coordinator serves as subject matter expert in payroll and tax compliance; provides timely and focused regulatory recommendations to department; prepares payroll reports, and supports the bi-weekly payroll processing functions. Given the interaction with employees and college community, this position requires in person presence. This position is eligible for telework.

ESSENTIAL JOB FUNCTIONS:

The Payroll Compliance Coordinator reports to the Accounting Manager to perform the following responsibilities in an accurate and timely manner:

  • Knowledge and ability to coordinate and process the electronic payroll bi-weekly and to review payroll-related documents, including but not limited to tax forms, contracts, and benefits. Review and process updates as necessary for time and attendance.
  • Fundamental knowledge and ability to calculate all payroll-related obligations, vendor payments and/or adjustments to include flexible spending accounts, Retirement (Pension, ORP, and SRA), MHEC Reimbursement (ORP), Garnishments, Foundation Fund Raiser, MHEC Adjust, etc. to prepare remittance sheets. Review to ensure compliance.
  • Conducts regular audits of payroll processes to identify any compliance issues or discrepancies. Ability to troubleshoot anomalies and irregularities in payroll documentation and develop and suggest resolutions.
  • Develop and implement strategies to mitigate compliance risks and ensure adherence to labor laws.
  • Work closely with ERP provider to ensure timely and correct processing of current and/or future payroll related projects as needed. Communicate timely with supervisor regarding project status, assignments, and suggestions for solutions to problems as they may arise.
  • Prepare all payroll-related reports, including but not limited to payroll schedules and reports required by independent auditors, State and Federal governments, related agencies, and employees. Reports include but are not limited to annual distribution of W-2;’s, and other requests for reports or surveys related to payroll or benefits information.
  • Stay up-to-date on changes to labor laws, regulations and payroll matters and communicate any relevant updates to the Cecil community via e-mail as needed.
  • Manage all payroll records and information with strict confidentiality. Position requires the execution of a non-disclosure agreements for the College.
  • Respond courteously and timely to employees' questions or concerns with payroll. Initiate and respond to correspondence and communicate with employees and agencies as necessary.
  • Complete journal entries, accounting records and schedules necessary for the completion of the monthly and annual financial statements. Calculate and process termination payments and back pay adjustments.
  • Coordinate, prepare and provide data and personally attend any audit of payroll records for workmen’s compensation insurance, or any audit required by the State or Federal government concerning payroll, benefit records or fringe benefit reimbursement.
  • Develop and interpret College policy and procedure to students, employees, granting and contracting agencies, etc., as appropriate for fulfilling job tasks and responsibilities.
  • Prepare, maintain, file, and officially archive for ready access accurate excel spreadsheets, reports, registers, files, payments, payroll wages, schedules, and taxes on biweekly, quarterly, and/or annual basis for CC as well as providing state and federal documents, and items for scheduled audits.
  • Execute payroll-related services such as loan verifications, and maintaining employee records for EEOC, MHEC, the State of Maryland, the U.S. Government, etc.
  • Assist in the preparation of the Work Study Report as needed to track student awards and payroll information for Financial Aid.
  • Review retirement contributions and process EFT for payments to TIAA, Fidelity, and MSRS to ensure regulatory compliance. Update employee information in the Maryland State Retirement Runtime Program bi-weekly and upload the necessary documentation. Review for compliance against state and other relevant guidelines.
  • Confirm and process correct garnishment calculations and forward to appropriate internal and external stakeholders to maintain compliance with State and Federal regulations.
  • Calculate and process imputed income upon hire and termination to ensure compliance with federal regulations
  • Maintain skills and knowledge of generally accepted accounting principles, Government Accounting Standards Board pronouncements, Financial Accounting Standards Board pronouncements, fund accounting, the AICPA Audit Guide for Colleges and Universities, and applicable laws and regulations of Federal, State, and Local governments and agencies.
  • Serves on college committees as needed.
  • Serve as the primary back up to the Payroll Associate.
  • Other duties as assigned.

REQUIREMENTS:

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate’s Degree in business or accounting required. Bachelor’s Degree in Accounting preferred.
  • 2+ years of direct accounting experience with at least five years of payroll experience. Computerized payroll and accounting experience required.
  • Experience working in a college or university preferred.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of generally accepted accounting principles and ability to apply knowledge to accounting records required.
  • Proficiency with Microsoft Office products including Outlook, Word and Excel.
  • Excellent oral and written communication skills required.
  • Payroll certification preferred upon hire or will be expected to obtain within 18 months post hire.

PHYSICAL DEMANDS:

This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.

WORK ENVIRONMENT:

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.

Based upon the budgeted hours of a position, contribution to the Maryland State Retirement Pension System may be required
