Founded in 1968 to meet the post-secondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for nearly 50 years. The College is governed by a Board of Trustees appointed by the governor. The College’s fifth president, Dr. Mary Way Bolt, reports directly to the Board of Trustees.

Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.

With a diverse student population, Cecil College enrolls approximately 2,500 credit students and 3,400 non-credit students. Cecil offers associate degrees, certificate programs and non-credit classes. Cecil offers a variety of associate degree and certificate programs.

JOB SUMMARY:

Under the general supervision of the Director of Facilities & Projects, the Facilities Manager provides oversight of all facility maintenance activities at the North East and Elkton Station campuses to ensure a safe, healthy, and comfortable environment for students, faculty, and staff. This position will manage 4 direct reports to include Maintenance Supervisor, Grounds Supervisor, Custodial Supervisor and Auxiliary Services Supervisor.

ESSENTIAL JOB FUNCTIONS:

  1. Provides general oversight of daily departmental schedules to include maintenance, grounds, custodial, events, receiving/distribution, and duplications.
  2. Responsible for oversight that all daily facilities assessments, preventive maintenance, repair, replacement, and construction activities are performed safely and with a high quality of workmanship.
  3. Provide guidance and support for all daily custodial,facilites,grounds, and auxiliary activities are performed safely with a high quality of workmanship.
  4. Participates in and provides comprehensive oversight of the occupational safety and health program to include all required safety/occupational training and meetings and associated record-keeping.
  5. Administer and develop the administration of a comprehensive preventive maintenance strategy.
  6. Identifies and implements minor capital facilities projects.
  7. Provides coordination and oversight of contractors/vendors in the execution of maintenance objectives.
  8. Administers the requisition process.
  9. Administers the Hazard Communication Program.
  10. Administers the work order process from receipt through completion. Ensures requests for services or repairs are completed safely, accurately, and timely.
  11. Manages fleet services with Supervisor of Grounds.
  12. Manages inventory of equipment and supplies. Provides equipment use and maintenance oversight.
  13. Assists with negotiating and managing service agreements in accordance with established guidelines to perform maintenance and repair services.
  14. Provides technical guidance and resources to staff.
  15. Assists in selection, evaluation, development and coaching of employees.
  16. Performs employee performance evaluations and implements corrective actions as needed.
  17. Assists with short- and long-term planning for capital outlay to meet the College’s strategic goals.
  18. Assists with budget compilation and oversight. Works in conjunction with Director of Facilities & Projects to manage facilities department budget.
  19. Manages receipt, review, and reconciliation of facilities department invoices.
  20. Communicates with supervisor on a regular and timely basis the status of projects, assignments and duties and any other problems arising therefrom, and makes suggestions for solutions to the problems.
  21. Participates in college committees as appropriate.
  22. Ensures compliance with all local, state, and federal safety and environmental regulations.
  23. Ensures compliance with all College rules and policies.
  24. Routinely performs on-site inspections of all facility related equipment
  25. Implement and manage emergency on-call rotation
  26. Administers inclement weather events as they relate to Cecil College
  27. Other duties as assigned.

REQUIREMENTS:

Education: Associate degree required. Bachelor’s Degree preferred. Facilites Management certification preferred. The college will consider applicants who will have an earned Associates degree within 2.5 years of hire date from an accredited institution.

Experience: 5-8 years of facility maintenance management experience. Knowledge of commercial/industrial building systems to include HVACR, electrical, plumbing, controls, automation, security/alarm, and roofing. Employment Experience in a college or university setting is preferred.

KNOWLEDGE, SKILLS AND ABILITIES:

Proficiencies: Knowledge of ground maintenance procedures. Experience managing and developing direct reports. Excellent oral and written communication skills required. Able to communicate professionally with all departments. Proficiency with Microsoft Office products including Outlook, Word and Excel.

Scheduling Requirements: Ability to work a flexible schedule during inclement weather, and special events that may require evening, Saturday and Sunday work hours

Physical Demands: Must be able to lift and move up to a maximum of 50 lbs. The physical activity of this position includes, but is not limited to climbing, walking, stooping, kneeling, crouching, reaching, standing, pulling, lifting, grasping, twisting and sitting.

Due to the need of interaction with students, employees, and the college community this position requires in-person presence.

This position is eligible for telework.

Work Environment: The worker will be subject to dust, noise, fumes, and odors. The worker will be exposed to inside and outside environmental conditions. Safety equipment will be provided where needed and required to be worn or used.



Based upon the budgeted hours of a position, contribution to the Maryland State Retirement Pension System may be required.
