Founded in 1968 to meet the post-secondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for more than 50 years. Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.

Job Summary:

Reporting to the Bursar, the Accounting Technician is responsible for various accounting duties.

Due to the need of interaction with students, employees, and the college community, this position requires in-person presence. This position is eligible for 1 day of telework.

Essential Job Functions:

The Accounting Technician is directly responsible to the Bursar for performing the following responsibilities in an accurate and timely manner:

  • Ensuring the receipt of all funds due the College from all sources including student tuition and fees, financial aid and third-party payments, grant and contract payments, etc. This responsibility involves accounting for approximately 30 million annually.
  • Generating and verifying all charges on student accounts including book charges, contracted courses, and tuition/fees.
  • Following collection procedures for past due accounts, third parties, grants, contracts, etc. and performing/monitoring procedures to ensure internal compliance as well as compliance with State of MD regulations.
  • Verifying and issuing refunds within federal and state guidelines.
  • Validating waivers on student accounts for Employee and dependents, Social Security, and Senior Citizens.
  • Analyzing student accounts and calculating adjustments.
  • Monitoring CashNet payment plans-updating student accounts with daily changes and flagging delinquent student accounts.
  • Performing as back-up for opening of cashier’s office if Bursar and Assistant Bursar are absent---verifying daily cash reconciliation and start drawer, preparing and signing off on daily deposits in bank bag.\
  • Prepare monthly aging reports.
  • Providing cash receipt projections on a monthly basis for determination of cash flow and cash balances necessary for effective and efficient operation of the college.
  • Providing financial information and services to students and the public as appropriate, while maintaining a confidential and courteous atmosphere.
  • Interpreting College policy and procedures as appropriate to fulfilling job tasks and responsibilities to students, College employees, granting and contracting agencies, etc. Influencing students, employees and others to ensure compliance with College policy and procedures.
  • Observing and following established College internal control procedures.
  • Providing support to other functions of the Financial Services unit as needed.
  • All other duties as assigned.

Minimum Requirements to Perform Work:

  1. Education: High School Diploma. Associates degree preferred.
  2. Experience: Two years in a computerized environment with accounts receivable, accounts payable, general accounting, or combination. Experience must have been in excess of several million dollars annually. Working knowledge of computer software applications is preferred.
  3. Skills: Working knowledge of Excel spread-sheeting and Word. Typing or keyboarding.
  4. Communication: Excellent grammar and communications skills are required.
  5. Desired Background: Familiarity with databases, (Jenzabar software a plus), and/or experience with computerized accounting package. Must be able to function well with multi-tasking and cope with high stress levels during peak business periods. Experience in College or University setting is preferred.

Physical Demands:

W This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.

Work Environment:

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
