Systems Administrator III

Job Summary
The Systems Administrator III is responsible for architecting, planning, coordinating, and optimizing the County’s Infrastructure Systems. Working within a team, the Systems Administrator III also co-develops solutions to improve the efficiency, reliability, and security of the County’s Infrastructure. The Systems Administrator III works with all aspects of IT (Operations, Development, Project) to deliver effective and timely projects, with a forward-looking IT strategy.
Key Responsibilities:
· Enterprise Infrastructure Systems Management
o Evaluate, design, plan, implement, and review new enterprise solutions
o Perform installations, upgrades, and migrations to enterprise systems
o Proactively audit server, storage area networks (SAN), virtual hardware resources, and enterprise backups for performance, identify trends, and provide recommendations
o Protect county data and processes through access and recoverability policies and procedures
o Be a major contributor to decisions regarding the interoperability of network and server systems
· Enterprise Domain Management
o Oversee administration and manage an enterprise domain including domain objects, sites, trusts, DNS, DHCP, policy, and certificates
o Oversee the administration and management of the server environment, assets, software, and control compliance
o Oversee administration and manage an email environment including mailboxes, databases, client connections, and content management and filtering practices
· Enterprise Cloud Management
o Oversee administration and manage a Microsoft 365 tenant including identities, clients, software, governance, risk, and compliance
o Research and propose initiatives to migrate enterprise systems to the cloud
o Review fellow team member proposals to migrate singular systems to the cloud
· Change Management Control
o Review and provide technical recommendations on changes proposed by technical staff
o Follow up and review changes for quality assurance
o Provide approvals for emergency changes
o Assist in systems administration training programs
· Large Scale Project Planning
o Collaborate with the IT Project Management Office (PMO) to manage project tasks and deadlines
o Provide architectural input on large scale efforts, including direct design input
o Assist with managing smaller scale projects by providing technical guidance to team members
· Other Duties
o Contribute to project planning, tracking, and management
o Provide and maintain architectural system documentation
o Train continuously in order to stay current with industry changes
o Performs all work duties and activities following County policies, procedures, and safety practices
Qualifications
Skills and Abilities
· In-depth expertise with the latest Microsoft Windows Server Platforms (2016, 2019, 2022)
· Advanced skills in Active Directory and Group Policy Administration, PowerShell scripting, and implementing best security practices; Advance knowledge of certificates including TLS and PKI
· High proficiency in M365 implementation, hybrid domains, and administration (Microsoft Cloud Computing); Azure experience a plus
· Advanced knowledge of server hardware, RAID configurations, and storage area networks
· Strong experience and expertise in Microsoft Exchange, Exchange PowerShell Administration, and spam filter administration; Exchange Online experience preferred
· Strong knowledge and enterprise experience in virtual environments; VMware experience preferred
· Considerable enterprise experience with backup solutions; Veeam experience a plus
· Experience with server software such as MSSQL, IIS, and enterprise endpoint protection a plus
· Strong skills in ensuring interoperability between networks and server systems
· Thorough understanding of DNS, DHCP; along with other networking aspects such as IP Schemes, VLANs, and wiring standards
· Skilled in project planning, tracking, and management
· Skilled in Change Management, adhering to best practices for move/add/change procedures
· Deliver high-quality public service by collaborating and communicating with colleagues and the public
· Work independently and within a team; self-motivated with a strong attention to detail
· Analyze and evaluate business processes and systems for enhancements and improvements
· Investigate problems, identify root causes, and communicate solutions
· Coordinate with vendors for software implementation and issue resolution
· Write technical instructions and develop user manuals
· Prepare and present technical reports; prioritize and execute tasks in a high-pressure environment
Special Qualifications
· Must possess a valid driver’s license
· Availability around the clock is essential for mission-critical system outages
· Must successfully complete a background investigation through the National Crime Information Center (NCIC)
Education and Experience
· Bachelor of Science in Computer Science, or Information Systems preferred; AND/OR (8) years experience in a relevant IT role.
· Minimum six (6) years Tier 2 and above infrastructure systems administration experience
· Significant Enterprise experience including On-Prem Active Directory, Entra Identity, Storage Area Networks, virtual pools, backups, and Exchange administration is essential
· Windows Server Hybrid Administrator Associate, Azure Administrator Associate, M365 Certified Administrator Expert, Azure Solutions Architect Expert or equivalent formal training a plus
· An equivalent combination of experience and training may be considered
