Sr. HR Administrative Specialist

General Statement of Duties

Performs a variety of Human Resources administration, clerical and staff support duties; performs related work as required.

Classification Summary

The principal function of the HR Administrative Assistant is to provide general and varied administrative support to the HR Staff. The HR Administrative Assistant manages the reception desk and serves as the initial point of contact for the HR Department. The work is performed under the supervision of the Human Resources Director. The principal duties of this position are performed in a general office environment.

Essential Duties and Responsibilities

  • Professionally answers incoming telephone calls and greets visitors from the public and County employees, responds to inquiries and requests and provides information on HR services, and takes messages and/or directs callers or visitors to the appropriate resources or individuals.
  • Manages the front desk, responsible for opening and closing the front office (including the lunch hour) as scheduled;
  • Prepares and manages claim forms for petty cash, credit cards, and invoices;
  • Conducts compliance audits and documents tracking as requested;
  • Manages incoming and outgoing mail, faxes, voicemails, office calendar, and general emails;
  • Performs filing duties, compiles information, completes various surveys, reporting requests and maintains HR forms;
  • Performs daily scan of HR and other confidential documents to appropriate County and third-party recipients;
  • Assists with employee recruitment process by posting jobs, scheduling interviews, updating job descriptions, corresponding with candidates, as requested by Generalists;
  • Prepares new hire packets and orientation materials;
  • Manages Department office supplies and supply requests, conducts inventory and orders as necessary;
  • Performs general clerical support for staff;
  • Composes routine correspondence as requested;
  • Coordinates Department activities;
  • Performs all work duties and activities in accordance with County policies, procedures and safety practices.

Other Duties and Responsibilities

  • Performs other special projects and related duties as required.

Knowledge, Skills and Abilities Knowledge of:

  • Human Resources Department functions, procedures, policies, general orders, organization, rules and regulations;
  • Local, state, and federal laws as applicable to employment, including FMLA, FLSA, ADA, and DOL;
  • English grammar and punctuation;
  • Current office practices and procedures;
  • General clerical support functions including bookkeeping and accounting practices and procedures;
  • Record keeping and filing practices and procedures.

Ability to:

  • Type proficiently and use a variety of general office equipment including but not limited to, personal computers, related software and Microsoft software applications;
  • Work cooperatively and constructively with fellow co-workers and members of the public to provide public service of the highest quality and quantity;
  • Perform all functions of the job ethically;

  • Respond courteously to customer inquiries, which are sometimes controversial or adversarial;
  • Work well under pressure;
  • Operate a variety of standard office equipment, including a multi-line telephone answering system, and a personal computer, using program applications appropriate to assigned duties;
  • Establish effective working relationships with Elected Officials and Department Administrators, other County employees, co-workers, vendors and the public;
  • Communicate effectively both orally and in writing.

Acceptable Experience and Training

  • High School diploma or GED equivalent required; and
  • At least two (2) years’ experience in a human resources administrative support role; and
  • At least three (3) years’ experience in a clerical and staff support role; or
  • Equivalent combination of experience and training may be considered.

Special Qualifications

  • Must successfully complete a background check through the National Crime Information Center (NCIC).

Essential Physical Abilities

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, review and process documents, and organize documents and materials;
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a multi-line telephone system, a personal computer, and standard office equipment;
  • Sufficient personal mobility, strength, agility, and physical reflexes, with or without reasonable accommodation, which permits the employee to work at a keyboard for an extended period of time and work in an office environment with the ability to lift or move up to 50 pounds
