Job Description

Starting wage is $14.67 per hour.  Position will close on August 21, 2020. 

We are hiring two part-time employees to fill the following shifts:   

  • First Shift:  Friday 2 pm-8 pm, Saturday 8 am-2 pm, and Sunday 8 am-2 pm.  
  • Second Shift:  Friday 4 pm-10 pm, Saturday 2 pm-8 pm, and Sunday 2 pm-8 pm


General Statement of Duties

Performs general non-sworn officer duties for the Southwest Idaho Juvenile Detention Center (SWIJDC); performs related work as required.

Classification Summary

The principal function of an employee in this class is to perform non-sworn officer duties to ensure the safety and security of the SWIJDC.  Work is performed under the general direction of a Department administrator, assistant administrator, training coordinator/field training officer, shift supervisor and/or assistant shift supervisor. Some latitude is granted to the employee but work is subject to stringent Federal, State and County legal guidelines and Department policies and procedures. The principal duties of this class are performed in a work environment in which the employee is subject to potential personal danger and health hazards.  Special assignments may be made to Juvenile Detention Officers which may include, but are not limited to Booking/Admissions Officer, Compliance Monitoring Officer, or other specialized duties.

Essential Duties and Responsibilities:

  • Acts under the direction of the Department administrator, assistant administrator, training coordinator/field training officer, shift supervisor, and/or assistant shift supervisor and in accordance with applicable Federal, State, County, and Department statutes, laws, ordinances, rules, regulations, policies, procedures, and safety practices to carry out the following duties, which include, but are not limited to:  
  • Monitors the activities of the residents in the SWIJDC to ensure the safety and security of the facility and to ensure standards, policies, and procedures are implemented and followed;
  • Maintains facility security and order by performing census counts, meal counts, perimeter checks, security checks and other procedures within established timelines as mandated by standards and policies and procedures;
  • Processes new residents into the SWIJDC, including ensuring charges and other documents are correct and complete, taking fingerprints and photographs, conducting physical searches, facilitating intake medical and mental health evaluations, preparing documents and records, performing data entry, making housing assignments, issuing clothing, and completing other related booking duties;
  • Monitors residents’ activities and behaviors in all areas of the facility and at all times ;
  • Coordinates scheduling, including court and hearing appearances, evaluations, interviews, and related events;
  • Performs release duties, including checking court orders, records, and related paperwork to ensure proper disposition; may include installation of electronic monitoring equipment;
  • Monitors and logs incoming and outgoing mail, distributes mail to residents;
  • Accompanies residents to court hearings and assists in providing courtroom security;
  • Performs restraints and intervenes with physical force when necessary;
  • Picks up, transports, and assists in serving meals to residents; supervises and performs cleanup after mealtimes;
  • Completes laundry and other housekeeping duties as necessary;
  • Handles residents requests for medical attention in an appropriate manner;
  • Maintains logs, records, reports, and required documentation;
  • Participates in and conducts competency development programs for residents;
  • Attends all mandatory training sessions;
  • Performs all other related duties as required.

Other Duties and Responsibilities

  • Works non-traditional hours; rotating 12-hour shifts, weekends, nights and holidays.

 Knowledge, Skills and Abilities

Knowledge of:

  • Federal and state laws, statutes, and codes applicable to juvenile detention, specifically the Idaho Juvenile Corrections Act of 1995, Prison Rape Elimination Act of 2003, and Idaho Juvenile Detention Standards;
  • Best practices of juvenile detention, including standards, policies, procedures, practices, and objectives;
  • County and Department policies and procedures regarding the following, including but not limited to booking and release of juvenile residents, confidentiality issues, restraint procedures and use of appropriate force guidelines;
  • Standard or specialized equipment used in detention, including but not limited to, office equipment, personal computers, job-related software, fingerprinting and photography equipment, emergency breathing and rescue equipment, two-way radios, restraint equipment, and other related equipment;  
  • Verbal De-escalation and suicide prevention skills and methods.


Ability to:

  • Complete all listed essential duties and any lawful requests of supervisors, trainers and administrators;
  • Work cooperatively and constructively with fellow workers and members of the public to provide public service of the highest quality and quantity;
  • Follow written and oral instructions;
  • Monitor all aspects of facility operations to ensure safety and security of the residents, staff, and facility;
  • Operate specialized detention equipment;
  • Operate electronic video and audio monitoring and security equipment;
  • Efficiently operate standard office equipment, including the ability to type at least 20 wpm;
  • Safely operate a motor vehicle;
  • Accurately maintain, interpret, and produce records, logs, documentation, and reports;
  • Escort residents to and from facilities, court, and other appointments;
  • Use verbal skills and de-escalation methods, as well as suicide prevention techniques;
  • Deal physically and/or verbally with uncooperative, distraught, and hostile residents;
  • Recognize and report observable medical, physical, or mental conditions of residents;
  • Work independently as well as in teams;
  • Understand and apply departmental, state, and local law enforcement procedures, policies, rules and regulations;
  • Analyze situations quickly and objectively, to recognize actual and potential dangers, and to determine proper course of action;
  • Cope with stressful situations calmly, fairly, tactfully, and with respect for individual rights;
  • Establish and maintain effective working relationships with residents, fellow staff members, supervisors, other County employees, the public, and with persons with varied racial, ethnic, or economic backgrounds;
  • Communicate clearly and concisely, orally and in writing;
  • Prepare accurate and grammatically correct written reports;
  • Keep immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Respond to citizen requests in a courteous and effective manner;
  • Efficiently perform a wide variety of duties and responsibilities with accuracy under the pressure of time-sensitive deadlines;
  • Control anger, language and actions while dealing with uncooperative persons.

 Acceptable Experience and Training

  • High School Diploma or GED equivalency required;
  • Bilingual (Spanish and English) is preferred;
  • Must be 21 years of age or older;
  • Must pass department physical & other pre-employment and recurring exams.

Special Qualifications 

  • Prior to Hire:
    • Must successfully complete a background investigation through the National Crime Information Center (NCIC) prior to hire date and every five years after hire as required by Federal Law;
    • Must successfully complete a Child Abuse Registry Check through the Idaho Department of Health and Welfare;
    • Idaho driver’s license.
  • After Hire:
  • Certifications required:
    • Idaho POST Basic Juvenile Detention Officer certification or Idaho P.O.S.T. (or Part-Time Juvenile Detention Officer certification for Part-Time Employees) within one year of hire date (U.S. Citizenship required);
    • First Aid and CPR;  
  • Oleoresin capsicum (OC) spray; within one year of hire date;
  • Must complete any mandatory courses in specified period of time after hire date.

Essential Physical Abilities

  • Must meet and maintain physical qualifications and requirements set forth by the Southwest Idaho Juvenile Detention Center;
  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate effectively in person, on a two-way radio, and a telephone, and discern sounds against normal background noise requiring investigation or indicating an emergency situation;
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, review a wide variety of written and electronic text materials, and discern behavior and activities requiring investigation or indicating an emergency situation;
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to write reports, utilize required specialized equipment, operate standard office equipment and a personal computer, and operate a motor vehicle;
  • Sufficient personal mobility, flexibility, agility, reflexes, and physical strength, with or without reasonable accommodation, which permits the employee to satisfactorily complete the SWIJDC physical testing, also to sit, stand, climb stairs, and walk for long periods of time, lift up to 50 pounds, respond physically to restrain residents, and work in a detention environment;
  • Sufficient personal mobility, flexibility, agility, reflexes, and physical strength, with or without reasonable accommodation, which permits the employee to become certified in and use Appropriate Use of Force Techniques as accepted by the Idaho POST Council.

5.  History of long-term abuse of illegal drugs.

Driving Record:

1.  Suspended license in the past two years.  P.O.S.T. Director review.

2.  Driving without privileges in the past two years.  P.O.S.T. Director review.

3.  Conviction for D.U.I. in the past two years.  P.O.S.T. Director review.

4.  Five or more moving offenses in the past three years.  P.O.S.T. Council review.

5.  Failure to have liability insurance during the past three years.

Criminal Record:

1.  Conviction of a Felony crime.

2.  Conviction of Domestic Battery.

3. *Conviction of Misdemeanor sex crime, crime of deceit, or drug offense unless occurred over five      years ago-File review with P.O.S.T. Council

    *Willful Concealment or Petit Theft.  P.O.S.T. Director review.

    * All other Misdemeanor cases- P.O.S.T. Council review if occurred over two years ago.

4.  History of numerous Misdemeanor offenses and/or any Felony offense.
