GIS Analyst - Elections

General Statement of Duties

The GIS Analyst will be responsible for the creation, collection, translation, quality assurance and control, and maintenance of geospatial data for use in the production and modification of various hard copy and digital Geographic Information System products for the Canyon County Elections Office.

Classification Summary

The principal function of an employee in this class is to perform skilled technical duties to create, maintain and update the Canyon County Election GIS datasets for inclusion in the Idaho Voter registration system. The work is performed under the direct supervision of the Canyon County Elections Operations Supervisor. The principal duties of this class are performed in a general office environment.

Essential Duties and Responsibilities

  • Utilizes ESRI’s software suite to create, update and maintain geospatial data, and create various maps for internal and external customers;
  • Designs and produces a variety of maps and other graphic representations displaying layers, attribute data, and geospatial analysis using cartographic techniques to represent spatial data;
  • Researches the latest GIS technologies and techniques as appropriate, to enhance and maintain knowledge of geospatial trends and software developments including mapping and database management;
  • Creates and maintains voter, addressing, and street data for internal department use;
  • Assist election staff with redistricting;
  • Maintains current streets and districts data in the Statewide Voter Registration System;
  • Creates and maintains voter lookup tool;
  • Works in conjunction with the PIO to provide authoritative Elections geospatial data products based upon public record request from the public;
  • Inputs data into central computer system for voters;
  • Provides file maintenance for both digital and hard copy formats;
  • Conducts continuing review of projects and records to assure compliance with department rules;
  • Relates and interprets applicable laws, codes, directives, and policies;
  • Collaborates and works closely with GIS and IT personnel;
  • Performs all work duties and activities in accordance with County policies, procedures, and safety practices.

Knowledge, Skills and Abilities

Knowledge of:

  • Knowledge of ESRI’s GIS software Suite, including but not limited to ArcGIS Pro;
  • Knowledge of Desktop & Web GIS concepts, cartographic principles, techniques, and practices, including data analysis and manipulation, attribute data creation and conversion;
  • Experience conducting GIS analysis and the ability to solve complex technical GIS problems;
  • GIS database administration and management principles, methods, and techniques, including quality control methods and practices;
  • Knowledge of Idaho Title 34- Elections;
  • Idaho Code relating to elections;
  • Basic bookkeeping and record keeping practices and procedures.

Ability to:

  • Plan, organize, and maintain a comprehensive GIS to meet mapping and customer service objectives;
  • Develop long-range GIS system goals;
  • Use a variety of information from diverse sources to create GIS data and efficient and effective maps and/or applications;
  • Operate standard office equipment and a personal computer using program applications appropriate to assigned duties;
  • Operate a motor vehicle;
  • Communicate effectively, verbally and in writing;
  • Work productively both independently and as part of a team;
  • Read and interpret legal descriptions, deeds, plat books, maps and surveys;
  • Establish and maintain effective working relationships with internal and external customers;
  • Understand and follow oral and/or written policies, procedures and instructions;
  • Analyze complex problems, evaluate alternatives and make sound independent decisions within established guidelines;
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Work overtime as needed, including holidays and weekends;
  • Learn department functions thoroughly to provide general information and explain detailed department processes and procedures.

Acceptable Experience and Training

  • Associate’s degree in Geographic Information Systems (GIS), Geosciences, or a related field; OR an equivalent combination of education, training, and experience necessary to perform the work.

Special Qualifications

  • Experience with ESRI’s software suite;
  • Must possess and maintain a valid Idaho driver’s license;
  • Must successfully complete a background investigation.
