GIS Analyst

Job Summary
The principal function of an employee in this class is to perform skilled technical duties to maintain and update the Canyon County Elections’ GIS database and the GIS database containing roads, law, fire and EMS zones. The work is highly confidential, and the incumbent must display a high level of integrity and confidentiality. Work is performed under the direct supervision of the Canyon County IT Development Manager in a general office environment.
Key Responsibilities
GIS Data Maintenance/Manipulation/Analysis:
- Prepares plans, produces, maintains and updates a variety of maps, drawings, plans and other graphic representations displaying layers and attribute data from databases
- Use cartographic techniques to represent spatial data; develops and maintains data layers, using GIS tools
- Performs detailed spatial analysis including notifications, buffering, and zone consolidation
- Provides file maintenance for both digital and hard copy files; operates copier, printer and similar map-producing equipment
- Confers with GIS Administrator to determine system maintenance needs
- Conducts continuing review of projects and records to assure compliance with department and agency rules
- Incorporates maps, charts, data files, spreadsheet data, documentation and text into reports
Elections GIS:
- Creates and maintains accurate Canyon County addressing and street data for Elections Office use
- Coordinates various special projects and/or graphics for presentations in support of various elections office staff
- Responds to requests from the public for mapping data in support of Elections Office
Law Enforcement & First Responder GIS:
- Maintains the Sheriff’s Office GIS data for emergency services
- Work to ensure that county dispatch center road centerline data is updated and addressed correctly
- Coordinate with local law, fire and EMS agencies as well as local planning/engineering offices to ensure that we have the latest and most correct data
Other Duties:
- Performs all work duties and activities in accordance with county policies, procedures, and safety practices.
- Work cooperatively and constructively with fellow workers and members of the public to provide public service of the highest quality and quantity

Qualifications
Skills and Abilities:
- GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation and analysis
- GIS database and management principles, methods and techniques, including quality control methods and practices
- Knowledge of GIS software tools and applications including but not limited to ArcGIS, Pro and ArcGIS Enterprise, MS Visio and applications of MS Office Suite
- Hardware and software applications development methods, tools and utilities applicable to the GIS system
- Surveying techniques and terminology
- Data quality control, security measurements of a computer-aided dispatch system
- Records management processes, procedures, and techniques for a law enforcement organization
- Use a variety of information from diverse sources to create GIS data and efficient and effective maps
- Read and interpret legal descriptions, deeds, plat books, maps, and surveys
- Establish and maintain effective working relationships with other county employees, supervisors, local and elected officials, and the public
- Understand and follow oral and/or written policies, procedures and instructions
- Analyze complex problems, evaluate alternatives and make sound independent decisions within established guidelines
- Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
- Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks
Special Qualifications
- Successfully complete a background investigation, including a polygraph examination
- Idaho driver’s license
Education and Experience
- High school diploma or GED equivalency required, four-year degree in Geography, Computer Science or related field from accredited college or university
- Two-year certificate in GIS from accredited community college or university
- Associates degree in drafting, computer aided drafting or related field and three to five years related experience
- Experience with ArcGIS Server and GIS Implementation a plus
- ArcGIS Professional Certification required
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work may be considered
