General Statement of Duties

Provides first-line customer service to process tax payments, responds to questions and provides property tax information to the public; performs related work as required.

Classification Summary

This position is the first point of contact with customers and visitors to the office. The principal function of an employee in this class is to process and collect tax payments on a daily basis remitted by mail or in person. The job includes direct public assistance responding to inquiries, explaining tax processes while performing general clerical and accounting support and records maintenance for the County Treasurer’s Office. A Deputy Treasurer must possess strong clerical, cash handling, accounting and customer service skills, maintain a thorough knowledge of office policies and procedures and must be able to clearly and effectively communicate to the public in sometimes adversarial situations. The work is performed under the supervision of the Chief Deputy Treasurer, although Senior Deputy Treasurers are available for guidance with uncommon situations or issues. General latitude is granted for independent judgment using standard practices to resolve customer issues or correct procedures within the guidelines of departmental policy and procedure. The principal duties of this class are performed in a general office environment.

Examples of Work (Illustrative Only)

Essential Duties and Responsibilities:

  • Processes and collects tax payments by County taxpayers; posts payments into the County Tax Roll System and departmental cashiering module;
  • Provides taxpayer assistance in person, via telephone and through written correspondence; researches information, resolves complaints, explains processes and procedures;
  • Provides property tax information to taxpayers, title and mortgage companies, attorneys, realtors and the public;
  • Maintains and balances a daily cash drawer; prepares and reconciles daily cash deposits;
  • Conducts research and provides documentation to auditors, tax accountants and the public;
  • Prepares demand for payment notifications to taxpayers; follows-up to ensure appropriate payment;
  • Prepares and issues Writ of Execution and follows-up to ensure appropriate payment for unpaid personal property or mobile homes;
  • Investigates business closings to obtain location of security assets; documents verbal claims made to avoid payment of tax obligations;
  • Obtains and reviews documents and information available to determine creditworthiness;
  • Inputs, reviews and removes account flags as needed;
  • Prepares tax notices for mailing;
  • Prepares and processes accounts payable;
  • Applies standardized mathematical formulas to calculate and pro-rate tax charges, late charges, interest and other costs;
  • Prepares, files, distributes, and maintains a variety of documents, correspondence, log sheets, applications, and related documents;
  • Completes special research assignments;
  • Provides data entry services, faxing, typing, and filing in support of office functions;
  • Performs all work duties and activities in accordance with County policies, procedures and safety practices.

Knowledge, Skills and Abilities

Knowledge of:

  • Operation of standard office equipment, including a personal computer and job-related software applications;
  • Customer service procedures, techniques, and objectives;
  • English grammar, spelling, and punctuation;
  • Current office practices and procedures;
  • Basic accounting, bookkeeping, and cash handling recordkeeping practices and procedures;
  • Microsoft office, Word, Excel, Sequel and OnBase.

  • Maintain current knowledge of rules, regulations, state and federal law related to County property tax collection;
  • Operate multi-line telephone system;
  • Follow written and oral instructions;
  • Research information and data and prepare reports;
  • Manage and perform multiple tasks/projects with varied deadlines simultaneously, including handling interruptions, and return to and complete task/project in a timely manner;
  • Perform duties accurately and efficiently under time sensitive deadlines;
  • Work well under pressure;
  • Operate standard office equipment and a personal computer including program applications appropriate to assigned duties;
  • Establish and maintain effective working relationships with other County employees, supervisory personnel, elected and appointed officials and the public;
  • Communicate clearly and effectively both orally and in writing with customers and coworkers;
  • Stand for extended periods of time.

Acceptable Experience and Training

  • High school diploma or GED equivalency is required, preferably supplemented with course work in accounting, math or other business applications; and
  • One (1) to two (2) years consecutive and proven success in cash handling, accounting, billing, clerical and/or customer service, preferably in a municipal office position; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special Qualifications

  • Must successfully complete a background investigation through the National Crime Information Center (NCIC).

Essential Physical Abilities

  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively on the telephone and in person;
