Job Summary
A Customer Service Specialist - Reappraisal serves as the primary point of customer service for assisting the public with title transfers, property information, payments, applications, records documentation and updates, and research. This role also involves performing general clerical tasks, accounting support, and maintaining records for the County Assessor’s Office. This position requires the incumbent to gain comprehensive knowledge of departmental functions through on-the-job training and to develop expertise as a department specialist. The Customer Service Specialist – Reappraisal reports to the Business Manager and is required to effectively communicate with the property owners, taxpayers and the public, including in situations that may be adversarial or emotionally charged.
Key Responsibilities
Customer Service:
· Answers incoming phone calls, greets walk-in customers, answers questions, inquiries, and provides general information to the public
· Provides specific information about mobile home title transfers, property tax pre-payments, and assessments, assists with and processes application form, change request forms, and provides referrals to other departments or staff as needed
· Assists customers with processing mobile home title transfers and changes, including from personal property to real property, as defined in state code
· Receives, opens, and processes mail, including preparing outgoing mailings, files documents into appropriate folders, reorganizes files as needed.
Cash Management/Accounting:
· Accepts, collects and records property tax payments
· Balances funds received daily.
Compliance and Auditing Support:
· Updates, verifies, and maintains address, assessment, valuation, occupancy, reduction application, exemption, ownership, legal description, and related computer files
· Receives, records, copies, verifies, proofs, and maintains a variety of documents, including real estate trust documents and related documents
· Conducts research of documents for customers.
Other Duties:
· Completes special research assignments
· Performs all work duties and activities in accordance with County policies, procedures and safety practices
· All other duties as assigned.
Qualifications
Skills and Abilities:
· Strong clerical, cash handling, accounting, and customer service skills
· Skilled in identifying and resolving financial discrepancies and issues
· Skilled in following instructions and communicating clearly, both verbally and in writing
· Ensures the confidentiality and security of sensitive financial information
· Demonstrates precision and attention to detail in managing financial transactions and records Ability to manage multiple tasks and meet deadlines
· Familiarity with accounting software, spreadsheets, and other relevant software
· Strong ability to collaborate effectively with the treasurer and other staff members
· Ability to handle most duties with minimal supervision.
Special Qualifications
· May require Notary Public certification
· Bilingual – Spanish preferred
· Must successfully complete a background investigation through the National Crime Information Center (NCIC).
Education and Experience
· High school diploma or GED equivalency is required, preferably supplemented with course in clerical, secretarial, or other business applications; and
· Seven (7) months to one (1) year customer service, general office experience preferably in a municipal office position; or
· Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

· Ability to lift 15 lbs
