Court Budget Analyst

Trial Court Administration | Caldwell, ID | Full Time | From $85,280 to $101,483 per year

Job Summary

The Court Budget Analyst is responsible for court data collection, compilation, and budget systems analysis to inform and make recommendations for future planning, budgetary requests and allocation of resources. This role is also responsible coordinating grant acquisition and development activities for the Trial Court Administration. This position may train others in data analysis related functions or procedures. The position works under the general direction and supervision of the Trial Court Administrator. The principal duties of the position are performed in a general office environment.


Key Responsibilities

Budget Development and Management:

•Develops and drafts the Trial Court Administration budget at the County and State Level, under the direct supervision of the TCA; including but not limited to all supplemental and enhanced budget requests for the judicial branch in the 3rd District

•Serves as the primary budget advisor to the TCA and first point of contact for the County Clerk and County Controller in the overall development of the budgets for the courts

•Assists the Trial Court Administrator in preparing and presenting the TCA budget to the County Commissioners

•Compiles, reviews and analyzes data related to court departments such as treatment courts, marshal’s division, language access to assist in determining current and future budgetary needs


Financial Oversight and Analysis:

•Monitors and analyzes revenue collection data in the District Court Fund; projects future revenue collections and projected funding needs; determines adequacy of resources and provides suggestions to keep budget in balance

•Prepares, reviews and monitors all financial status reports; reports variances or anomalies in expenditure or revenue collection to the Trial Court Administrator

•Analyzes and prepares reports to make recommendations to the Trial Court Administrator and ADJ on complex financial and budget data


Operations Management:

•Compiles and analyzes senior judge allocation to the magistrate and district courts by the Idaho Supreme Court

•Ensures workload balancing in both the District Court and Magistrate Division by evaluating caseload trends, the number and age of pending caseloads and calendaring methods

•Assures availability of accurate and reliable management information


Policy Development and Implementation:

•Assists in developing and recommending policies and procedures relating to court operations in the Third Judicial District

•Assists in the development and maintenance of the security and disaster recovery plans for the court


Other Duties:

•Acts as back-up to Deputy Trial Court Administrator in their absence

•Performs all work duties and activities following County policies, procedures, and safety practices

•All other duties as assigned


Qualifications

Knowledge of:

•Complex budgetary processes with experience preparing and presenting budget forecasts

•Principles, practices, procedures, laws, and regulations regarding accounting;

•Visioning and strategic planning methods;

•Leadership principles and methods;

•Purposes and responsibilities of courts;

•Idaho court system structure and finance operations;

•Statutes, rules and procedures governing court proceedings in Idaho;

•Utilization of personal computers and commonly used software.


Skills and Abilities:

•Work cooperatively and constructively with fellow employees, other government officials and members of the public to provide public service of the highest quality and quantity

•Author and edit complex reports and documents

•Utilization of databases and data dashboards and assists with the production of court caseload performance

•Communicate effectively verbally and in writing

•Exercise sound judgment

•Interpret and make decisions in accordance with applicable laws, rules, regulations and established policies

•Maintain confidentiality

•Exercise tact and discretion in obtaining cooperation of others

•Present informational material in a public forum

•Maintain a professional demeanor during stressful or hostile situations

•Adhere to the Idaho Judicial Branch Code of Conduct for non-judicial employees


Special Qualifications

•Must successfully complete a background investigation.


Education and Experience

•Bachelor’s Degree in accounting, judicial, public or business administration or related field or a certificate from the Institute for Court Management or

•Five (5) years of progressively responsible direct government budgeting, data analysis, financial operations or administrative experience in court management

•Any equivalent combination of experience and education/training which provide the knowledge and abilities necessary to perform the work


Essential Physical Abilities

•Clear speech with or without an accommodation, to effectively convey detailed or important instructions or ideas accurately, loudly and/or quickly

•Sufficient clarity of hearing with or without reasonable accommodation to enable the employee to hear average or normal conversations and receive ordinary information

•Visual acuity, with or without an accommodation, to read instructions, review and organize documents

•Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks

•Ability to lift 25 pounds
