Job Summary
The Construction Project Manager oversees, coordinates and manages the planning, design, permitting, and construction of capital improvement projects for the County. The role ensures projects are completed on time, within budget, and in accordance with applicable regulations, specifications and County standards. This position reports to the Director of Facilities and Weed and Pest. The principal duties are performed in a public building Environment that may include working outside in adverse weather conditions.
Key Responsibilities
Project Planning & Budget Management
- Manages and supervises construction activities across Canyon County facilities
- Define project scope, goals, and deliverables
- Develop detailed project plans, timelines and schedules
- Estimate resource and budget requirements
- Coordinates resources, labor, materials and equipment
- Maintain comprehensive project documentation
- Monitor project budgets and expenditures
Team Management
- Assemble and lead project teams
- Assign tasks and responsibilities based on skills, experience and project timelines
- Motivate and manage team members
Communication
- Act as main point of contact for stakeholders
- Facilitate communication between team members and external parties
- Report on project progress, risks and issues
- Builds and maintains positive relationships with County employees while actively addressing their needs
Risk Management & Quality Control
- Identify potential risks and issues
- Develop mitigation and contingency plans
- Monitor and control project risks throughout the project
- Ensures deliverables meet required standards and expectations
- Ensures compliance to all federal, state, county regulations (including ADA requirements), industry standards, best practices, and safety protocols
Other Duties
- Performs all work duties and activities in accordance with state and local codes, County policies, procedures and safety policies.

Qualifications
Skills and Abilities
- Proficient in managing all phases of the project lifecycle, including initiating, planning, executing, monitoring, and closing, with strong understanding of the key activities and deliverable in each phase
- Proven project planning, budgeting and scheduling skills
- Ability to read and interpret plans, blueprints, and specifications
- Effective communication, negotiation and leadership skills
- Apply critical thinking to analyze situations and make informed, effective decisions
- Skilled in conflict resolution and maintaining positive working relationships
- Foster collaborative relationships with employees, leadership, contractors, and community stakeholders to support project success
Special Qualifications
- Valid Idaho driver’s license
- May be required to attend evening meetings
- Successfully complete background investigation
Education and Experience
- Bachelor’s degree from an accredited university in construction management, business administration, engineering or related field
- At least three (3) years of project management or general contractor experience required
- Equivalent combination of experience and training may be considered

- Sufficient body flexibility, agility, and balance to perform maintenance and repair operations which require climbing and working on ladders and power lifts and work in a building maintenance environment
- Ability to lift 100 lbs.
