The Behavioral Health Network of Greater St. Louis (BHN) is seeking a Director of Behavioral Health Complex Care Redesign. BHN is a collaborative effort of providers, advocacy organizations, government leaders, and community members dedicated to developing an accessible and coordinated system of behavioral healthcare throughout the eastern region of Missouri, with emphasis on services to the uninsured and underinsured citizens of St. Louis City and the Missouri counties of Franklin Jefferson, Lincoln, St. Charles, St. Louis, and Warren. The salary range for this position is 60-70k/year depending on experience.

JOB SUMMARY: The Director oversees the Complex Care Management program implementation and staff across the Behavioral Health Network’s system of care, which includes hospitals, primary care clinics, and community health centers throughout the Greater St. Louis region. The candidate will be responsible for setting a strategic vision for Complex Care Management and overseeing the day-to-day operations of the program. 

He/she will maintain close monitoring of outcomes and performance data, be responsible for adjusting program design and implementation to achieve program goals, and be accountable for helping to drive quality outcomes, ensuring that objectives are aligned, business strategies are delivered and financial, compliance and quality objectives are met.

Additionally, the Director will continue to innovate and build programs and collaborations that enhance BHN’s complex care management programs by leading efforts to develop systems that impact the highest need/cost patients and strengthen connections across the continuum of care.

Essential Duties and Responsibilities:

• Define key program elements for care management programs: including patient selection criteria, care

management workflows and processes, team role composition, staffing ratios, etc.

• Define methods for measuring program success and demonstrating program effectiveness in the management of total cost of care; partner with Analytics leads to define data and reports needed to manage performance. Continually refine operational processes and lead review of team processes, workflows, and activities.

• Serve as the key point person interfacing with local hospital/clinical site leaders to ensure integration of care management teams into hospitals and behavioral health treatment providers.

• Design and monitor programs and interventions targeted at key program outcomes, including a reduction in Emergency Room and avoidable inpatient visits, decreased total medical expense, improved patient satisfaction, improved clinical outcomes, improved provider satisfaction.

• Work collaboratively with all members of the external and internal teams to foster positive relationships, including contracted collaborating partners, BHN Stakeholders, Steering Committees, service provider liaisons, community organizations, etc. Build these relationships for the purpose of planning / coordinating grant activities, serving clients, and enhancing the BH Safety Net System. Maintain frequent contact, as necessary.

• Establish and enhance processes to develop/oversee a cost savings analysis for key funded projects. Help lead data-driven, rapid-cycle improvement processes regarding initiatives. Play a consistent and active role in identifying project inefficiencies and finding collaborative solutions to any implementation challenges.

• Monitoring key processes, procedures, and policies for the purpose of implementing initiatives consistent with grant application, complex care methodology, in collaboration with the project partners. Manage the development of forms, tools, and guidelines for program implementation. This includes program training and template materials, forms, and processes. Provide oversight to staff training in project procedures.

• Prepare reporting documents and briefings on initiatives’ status, progress, changes, and items related to BHN’s scope of work, schedule, and budget, in partnership with the other BHN and collaborating staff, for tracking and reporting to external constituents and funders the status of projects and the appropriate use of funds (to include program outcomes and accurate financial reporting). Ensure data is disseminated to stakeholders to support programmatic improvement and achievement of goals. Process incoming and outgoing communications.

• Resource procurement – Look for funding opportunities and assist in multiple areas of the business case development, return on investment analysis, and grant writing to support new initiatives and provide continued financial support to existing programs.

• Assist BHN CEO and Directors with additional, new special initiatives, related and complementary to the currently funded initiatives.

• Perform other duties as assigned.

Qualifications, Skills, and Knowledge Requirement

• Master’s degree in social services, public health, health administration, business, or closely related field; OR Bachelor’s degree with extensive related experience.

• Demonstrated knowledge and skills, with a minimum of 4 years of experience, in a leadership role, with experience in planning, and oversight of intervention programs, ideally serving clients with behavioral health needs, socio-economic vulnerabilities, and/or hospital or primary care service.

• Demonstrated ability to facilitate large scale collaborative planning and work processes with diverse stakeholders, ideally within extensive community networks. To include staffing an oversight Committee.

• Analytical skills and prior experience using data to drive process and decision making. Applicants must be extremely comfortable working with outcomes and metrics.

• Superior leadership, organizational, and communication skills. Evidence of initiative and attention to detail. Comfort making public presentations and managing meetings. Strong verbal, written, and interpersonal skills.

• Strong computer skills, particularly in Microsoft Word, Excel, and PowerPoint.

• Excellent customer service sensibility essential.

• Supervisory experience required.

Preferred Qualifications: Prior work experience in the following areas is highly desirable.

• Working knowledge of the public safety net, service delivery systems, and stakeholders, specifically related to behavioral health services.

• Experience working with Community Mental Health Centers (CMHCs), and/or the Missouri Department of Mental Health (DMH), and/or hospital or other healthcare settings.

• Experience implementing externally-funded grant initiatives—systems change or services/intervention grants with an evaluation.

• Experience coordinating a multi-agency collaborative initiative.


• Candidate has access to transportation to participate in meetings throughout the 7-county Missouri Eastern region.

• Must have and maintain a valid driver’s license (with no more than 2 points on the record) and current insurance.

• Will likely attend at least a twice-annual meeting outside of St. Louis.

• Must pass a background check to include criminal history, abuse/neglect, and driving record.

• Must be willing to attend on-site hospital meetings with key leadership.
