Position Overview

The Director of Therapeutic Foster Care provides visionary leadership, clinical and operational oversight, and external representation for the agency’s foster care program. This role ensures full compliance with Kentucky Administrative Regulations and the Cabinet for Health and Family Services (CHFS) Private Child-Placing (PCP) agreement, while advancing the agency’s mission to provide safe, healing, and Christ-centered (or insert your value language) homes for children and youth.

The Director is both a strategic leader and relational shepherd—responsible for growing the program through community engagement and recruitment, while cultivating a culture where foster parents feel deeply supported, valued, and equipped.


Leadership & Program Oversight

  • Provide overall leadership and direction for the therapeutic foster care program, including supervision of staff, program development, and service delivery.
  • Ensure all program operations comply with Kentucky regulations (e.g., 922 KAR) and CHFS contractual requirements.
  • Maintain readiness for audits, reviews, and licensing requirements.
  • Develop and implement policies, procedures, and best practices that reflect both regulatory standards and agency values.
  • Oversee quality assurance, outcomes tracking, and continuous improvement efforts.

Staff Leadership & Development

  • Supervise, mentor, and develop program staff, fostering a culture of accountability, growth, and compassion.
  • Model strong, ethical leadership and trauma-informed practice.
  • Ensure staff are trained, supported, and aligned with agency mission and expectations.
  • Promote a healthy team culture that reflects the organization’s core values.

Foster Parent Recruitment & Retention

  • Lead strategic efforts to recruit, train, and retain high-quality foster families.
  • Develop and implement marketing and outreach strategies to expand the foster parent network.
  • Build relationships with churches, community organizations, and local partners to generate referrals.
  • Serve as a primary spokesperson for the program at community events, faith-based gatherings, and public forums.

External Engagement & Advocacy

  • Represent the agency in the community through public speaking, networking, and partnership development.
  • Cultivate relationships with CHFS, community stakeholders, and referral sources.
  • Advocate for the needs of children, foster families, and the foster care system.

Foster Parent Support & Wellbeing

  • Champion a culture where foster parents are known, supported, and cared for—not just utilized.
  • Ensure systems are in place for responsive communication, crisis support, and ongoing encouragement.
  • Promote foster parent retention through meaningful engagement, recognition, and support services.
  • Regularly assess foster parent satisfaction and implement improvements.

Clinical & Ethical Oversight

  • Ensure services are trauma-informed, ethical, and aligned with best practices in child welfare.
  • Support case planning and coordination with internal and external stakeholders.
  • Maintain appropriate documentation, confidentiality, and professional standards.


Qualifications

Required

  • Bachelor’s degree in social work, human services, or a related field (Master’s preferred, depending on KY requirements).
  • Meets all qualifications required by Kentucky regulations and CHFS Private Child-Placing agreement for program director.
  • Minimum of 5 years of leadership experience in child welfare, foster care, or a related field.
  • Demonstrated experience in staff supervision and program management.
  • Strong knowledge of trauma-informed care and child welfare systems.

Preferred

  • Master’s degree in Social Work or related field.
  • Experience in therapeutic foster care or private child-placing agencies.
  • Experience in recruitment, marketing, or community engagement.
  • Public speaking experience, particularly in faith-based or community settings.
